Seed the lifecycle state machine for existing clients. Each record requires an explicit state selection — no automatic inference. This screen must be completed before Phase 5 provider registration, otherwise live webhooks will arrive for clients with no state.
No automatic state inference. You must explicitly choose the correct lifecycle state for each client. Genesis state_transitions rows will be written with actor_type=admin and metadata.backfill=true. Mark test/sample clients with the Test Client toggle — they will be excluded from all batch spawning, scheduled jobs, and provider calls.
